A local market faces closure due to a new £100 tax on stalls, raising concerns among vendors and community members about future events.
Ingleby Barwick: A seasonal outdoor market is facing closure due to new street trading rules. Councillor Ted Strike shared this news at a council meeting.
He mentioned that the Ingleby Barwick Community Partnership celebrated its 10th market anniversary in September. Unfortunately, the upcoming Christmas market might be the last one.
They had only two stalls but had to pay a £100 tax. If the rules don’t change, the market will end. Anyone wanting to sell goods in Stockton needs council permission.
A new policy started last March, making the whole borough a “consent area.” Fees for street trading range from £100 to £2,140.
Cllr Strike noted that the tax made the market unviable. They had to charge for stalls, leading to a 30% to 40% drop in visitors, despite offering vouchers and donations.
He asked if the council could exempt community events from this tax. If not, he suggested allowing a few stalls to attend events for free.
Cllr Norma Stephenson responded, explaining that community events are exempt if there’s no profit. The first street trading consent was issued in May 2024.
She mentioned that a review of the guidelines will happen within 12 to 18 months. This will include public consultation.
Cllr Strike expressed concern that the new rules hurt community events. He said they would present a petition, as this could end their market.
He asked what the cabinet member would say to stallholders and residents. Cllr Stephenson encouraged participation in the upcoming review.
She stated that if they make a good case, the market could continue. However, if they profit, they must pay for a license.
Cllr Strike called the council meeting his “last hope” for outdoor markets. He mentioned they might explore indoor events instead.
He concluded that they won’t hold outdoor markets if they have to charge or pay taxes. The tax has effectively ended the market.
