The crash happened near Ronald Reagan National Airport. A massive search and rescue operation is underway, with 30 bodies already recovered.
The plane was landing when it collided with the helicopter, which was on a training mission. Emergency teams are assessing the wreckage in the river.
Debris and human remains have been found on the Virginia side of the Potomac. There were 60 passengers and four crew members on the flight, while the helicopter had three army personnel.
Rescue crews are working in the dark, using searchlights to illuminate the river. They are also using a commercial cruise boat as a command center for the operation.
Temperatures are cold, and anyone in the freezing water could face hypothermia quickly. Ice is forming on the river as temperatures are expected to drop below freezing.
